DAN MCCOY'S BUDGET DOA , LEGISLATORS WON'T CLOSE NURSING HOME

Albany , New York, former Albany county legislator Brian Scavo said" Use that 150,000 dollars surplus to ease the burden on the Albany county tax payers as far as closing the nursing home the chairman and the majority leader will not let that happen.
Scavo went on to say " If Dan McCoy made the cuts in the budget and trimmed the fat off the nursing home and didn't go on a hiring spree of over 150 employee's which included hiring investigators to spy on the Albany county nursing home protesters we in Albany county would be in better fiscal shape ,
mismanagement and lack of planing have caused this tax increase.

The budget, which has a surplus, would raise property taxes by $15 a year for the average $200,000 home. The tax rate would go up 1.6 percent, under the state's 2 percent tax cap for the first time and the lowest rate in five years, accodring to the budget.
"That's like you and a friend going to the movies one day out of the year. That's what this tax increase amounts to," McCoy said.
"It doesn't sound like a lot of money, but it's a step in the right direction." McCoy said. but Dan it's not you're money.
County Executive Dan McCoy on Tuesday released his 2014 budget plan that raises taxes by less than in previous years and eliminates funding for the county nursing home in the second-half of the year.
The budget, which has a surplus, would raise property taxes by $15 a year for the average $200,000 home. The tax rate would go up 1.6 percent, under the state's 2 percent tax cap for the first time and the lowest rate in five years, accodring to the budget.

The $574 million plan calls for funding the nursing home for the first half of the year.
According to the plan, $16.6 million would go toward nursing home spending in 2014, down $33.6 million in the adjusted 2013 budget. By June 30, the plan would be for the nursing home to be turned over to a local development corporation approved by theAlbany County Legislature but yet to be created.

Last year, McCoy proposed turning over operations of the nursing home — which he said has been hemorrhaging $1 million per month — to Upstate Services Group, LLC, an administrative and operational support company for skilled nursing facilities. But lawmakers have refused to vote on that plan.
In July, the Legislature approved creating an LDC to take over operations.
The proposed 2014 budget does provide good news for the county's bottom line in the way of $150,000 surplus to be added to the general fund balance. The projected fund balance would rise to $27,500,906.
"It doesn't sound like a lot of money, but it's a step in the right direction." McCoy said.

QUESTION how can you finalize a deal when two other companies have expressed in buying the Nursing home and have not asked for a loan to buy, the answer is NO! , Dan McCoy has had almost two years to initiate cost cutting at the nursing home and is afraid to look like the bad guy with the unions, now THERE WILL BE A DOUBLE DIGIT TAX INCREASE THIS YEAR, i have learned from my sources, which i myself do not want.
McCoy has hired over 150 new people{ 4 FAMILY MEMBERS ARE ON THE PAYROLL} in Albany county Government and McCoy has rejected a hiring freeze . Albany county can not legally be a loan broker, you might remember that this is revamp of a loan scheme which McCoy has put forth hoping to comply with the law but it does not..
The Albany county Legislature republican's and democrats came up with a bipartisan plan in 2011 in which the Albany county nursing home would run at profit with cost restructuring , but McCoy has failed to move forward on this plan , this is McCoy's back door way of confronting the Union's.
In My opinion Dan McCoy has shown no gut's or leadership . Question is Shawn Morse his own Man or is he Dan McCoy's boy and will we ever see real tax reform in Albany county.

may be the former head of the Albany County Democratic Party, but when it comes to the county nursing home, Republicans have got his back. Which works out, because he needs all the help he can get with the Democrats in the County Legislature he used to lead.
A day after the legislature again stalled the vote on McCoy's plan to privatize the Colonie facility, GOP-sponsored robocalls began hitting in the districts of four Democratic legislators on Saturday — Joseph O'Brien of Loudonville, Tim Nichols of Latham, Alison McLean Lane of Menands and Bryan Clenahan of Guilderland — accusing the lawmakers of blocking tax-saving reform.
O'Brien, Nichols and Clenahan have all publicly come out against McCoy's plan — with Nichols colorfully saying it ought to go "right down the toilet where it belongs" and playing a role in Friday's maneuvering to delay the privatization vote, which now won't happen until May at the earliest.
Yet they all represent suburban communities with a fair number of Republicans in them, which may be where the GOP sees an opening and why it didn't start with opponents in safely Democratic districts in Albany.
McLean Lane — who just joined the legislature in February when she was appointed to fill the vacancy in Assemblyman Phil Steck's district — has not taken a public position on McCoy's plan. But the GOP may sense vulnerability because, unlike her colleagues, she has to run for election this year to serve the rest of Steck's term.
County Republican Chairwoman Rachel Bledi said she was "confident" the party would dial up more calls in the future. It's widely believed that the legislature's 10-member Republican/Conservative minority currently constitutes about half of the 20 votes in the 39-member legislature that McCoy will need to pass his plan — whenever the Democrats allow it a vote.
"Taxpayers have reached their limits and can no longer shoulder the burden of poor decision-making," Bledi told Insider via email. "We need to place this nursing home in the hands of experts and out of the hands of those who placed us in this fiscal mess. If they don't, we will undoubtedly see another double-digit tax increase, which families and seniors living on fixed incomes will not be able to afford."
Nichols, however, seemed unflustered by the answering machine offensive and responded in kind via Twitter: "Privatization AND corporate welfare doesn't get any better for the GOP."

Albany, New York, Dan McCoy's state of the county's speech enraged the
many supporters who stood behind him in the Albany county legislature
as chairman .

' Said Hon. Brian Scavo" the Albany county nursing home issue is the
leverage McCoy used to force out then Albany County executive Mike
Breslin, for McCoy to push this 18 million dollar loan scheme with USG
and ignore another bidder is an act of lunacy and just plain bad
business, with no real guarantee's and is a dis service to Albany
county taxpayers.

Scavo also said" McCoy's fuzzy math on the nursing home is a smoke
screen for the next 12.5 % Albany county tax increase coming up later
this year, instead of restructuring the nursing home as stipulated in
the bipartisan deal of 2011 which would moved the Albany county
nursing home towards a profit, McCoy has made a desperate attempt to
loan money to USG to lease the Albany county nursing home with
borrowed money from the county USG puts up nothing.

The fact is McCoy does not have the votes to move on this questionable
deal { by the county charter Albany county can not be a loan broker},
the deadline is April, so far it appears to be DOA!

UPDATE N KOREA HAS INFORMED CHINA OF ANOTHER NUCLEAR TEST!

My sources have told this reporter that the atomic bomb set off by North Korea about 100 miles from China has contaminated the under ground water table along the border with communist China and in Chinese territory , which some say will be an ecological disaster.

How communist China will react to this threat to their environment is unknown, most communist country's consider their people expendable.

China's indecision on this atomic testing or reaction is yet to be seen, many say that China has lost face in Asia unable to control North Korea their main communist ally.

US officials fear that North Korea Will begin exporting atomic weapons and they will since North Korea's economy is in shambles and they the Norh Korean Communists see a chance to export this for financial gain.
UPDATE:
Now North Korea is set to perform another Nuclear test, many are saying communist China is a paper tiger .
